Difficulties Continue for Humanitarian Assistance in Northern Gaza Despite Temporary Peace
While the border entry point with Egypt becomes operational in the coming days, humanitarian organizations face significant difficulties providing aid to Gaza City, the territory hardest impacted by food shortages, according to experts.
Access Problems
Primary highways are practically impassable due to widespread damage across the conflict-affected area – or remain under the control of military units. Any truck that stops working is likely to be instantly looted.
Zikim, the main entry point to the northern region, destroyed during two years of war, has been closed for multiple weeks, and government representatives have told humanitarian organizations in Gaza that there are no current intentions to open the entry location, as stated by relief personnel.
Damage in Gaza City
Gaza City was the objective of a large-scale military operation begun in August that was continuing when the peace agreement was signed recently.
Destruction in the northern area has been massive, with complete communities including Beit Lahiya and Beit Hanoun in devastated as well as many of the outlying areas of Gaza City.
"Any opening of a access route into Gaza is positive, but we need to make sure we can help civilians where they are," commented a policy expert from a humanitarian organization.
Relief Circumstances
Local residents said many of the approximately 300,000 people who have gone back to the north from the densely populated southern area where they had been living during the armed conflict were now "staying" among the destruction of their homes, often without any housing and with insufficient nutrition or hydration.
An official from a UN agency said the devastation in northern Gaza was "overwhelming".
"We see neighborhood after neighborhood, home after home ... there is urgent requirement for drinking water. It's pretty harrowing. We require each access route open," the representative, who was in the northern city earlier this week, added.
Restricted Distribution
A community leader working from Gaza City said the requirements in what used to be the territory's active economic and social center were "overwhelming".
"People have hope and hope but there needs to be immediate enhancement on the crossings. We haven't seen major improvement on the ground yet," the director commented.
"We continue to receive a very limited amount of assistance [and] we are only starting to grasp the degree of damage. Multiple thoroughfares are just full of rubble ... there is hardly any residence that is undamaged. We see destruction and live explosives throughout the area."
Recent Changes
In recent days, aid agencies said small quantities of essential fuel came into Gaza for the first instance in many weeks, along with consignments of wheat, rice and fresh vegetables. The additional resources sent market costs decreasing.
At a mid-region location, a local resident said there had been some improvement since the ceasefire.
"The markets are stocked with supplies, fresh goods, and fruits, although the costs are remaining elevated and not attainable for the entire population," the individual said.
Winter Requirements
"The primary requirements currently, specifically due to the coming of winter, are to have a temporary housing to shelter us from the low temperatures and warm garments because the markets do not have enough clothes for us or, if they exist, they are scarce and extremely pricey."
Multiple internationally-backed bakeries in mid and southern regions have begun working again since the ceasefire.
Aid Delivery
Vehicles were announced to have entered the humanitarian corridor through Israeli territory to Gaza during recent days, though specific quantities were unknown.
The nation's public broadcaster announced that recent assistance transports would include nutritional supplies, medical supplies, fuel, propane and tools to restore crucial facilities.
"Assistance resources remains flowing to the Gaza territory through the border access point and alternative access points after safety verification," an government spokesperson said.
Allocation Complications
But tracking the quantity of vehicles could be deceptive, cautioned a professional from a relief agency. "It's crucial to understand the materials within the transports and their loading status for it to be a really meaningful indicator," the expert added.
Commercial operators are sending fleets of transports carrying confectionery, soft drinks and treats, which have poor dietary quality, while critical care for children or individuals who have gone without adequate food for an extended period are unavailable.
Healthcare Conditions
Throughout the main city, only a handful of medical centers are functioning, compared with numerous in summer.
Numerous organizations have substantial resources worth of supplies stockpiled in the region waiting to go in. An international organization working with local residents across the area for many years has extended provisions of sustenance for all residents ready to be transported.
"We have the materials, the tools and the expertise ... we only require the access," said one aid worker, just returning from Gaza.
Governmental Factors
A diplomatic framework specifies that "complete" aid should enter Gaza and be allocated through the UN and relief organizations, without interference from any armed factions or government forces.
This appears to exclude the disputed government-supported humanitarian organization which commenced activities in earlier this year, leading to chaotic scenes and numerous casualties as numerous individuals gathered around its assistance centers.
